GBMSD Billing


The Green Bay Metropolitan Sewerage District does not bill residents directly. We are a wholesaler of wastewater treatment services, and the municipalities we serve are our customers.

For example, the City of Green Bay is billed for the amount and strength of the wastewater coming from that community. Metering stations throughout our service area monitor and record the flow and makeup of the water from each community.

The billable parameters that determine the strength of wastewater are:

  • BOD (Biochemical Oxygen Demand)
  • Suspended Solids
  • Phosphorus
  • Total Kjeldahl Nitrogen

These parameters are analyzed in our State-certified laboratory. These components, combined with the volume of wastewater received from each community, determine how much the community will be charged.

Rates charged to residents by the individual municipalities may differ. Each community owns and maintains its own sewer pipes, and they each have costs associated with that maintenance.

Our wholesale rates are based on 1000 gallons of domestic strength wastewater treated as shown in the graph.
